Howard E. Allen, CEO & President

Howard is the CEO & President of Allen’s Tri-State Mechanical Inc. and formerly the Sr. Vice-President for two years. He has a 34 year career in high risk operational management environment(s). His experience includes: Nuclear Weapon/Material/Facility Senior and Corporate Management. Senior Quality Auditor specific to nuclear operations and facilities. American Society for Quality (ASQ) Certified Quality Auditor and qualified Nuclear Quality Assurance (NQA-1) Auditor. He has had direct over-sight responsibility of over 400 personnel, operating budget and asset management of over $1.8B. He is a member of ASQ, Commercial Food Equipment Service Association (CFESA), and Plumbing Heating Cooling Contractors (PHCC) Association. He holds a B.A.S. from Wayland Baptist University.

Debbie Head, VP Supply Chain Management / Contract Management

Debbie is the Vice President of Supply Chain and Contract Management for Allen’s Tri-State Mechanical Inc. and has over 40 years of experience in the Plumbing and Heating Ventilation Air Conditioning business. She was trained in the early years by the gifted and remarkable Howard C. Allen. She currently manages the daily operations, while overseeing multiple projects and negotiating contracts.
Through the years, she has continued to grow in leadership skills while being involved with the Dale Carnegie and Leadership Amarillo/Canyon programs. She strives to maintain the required stewardship to guide Allen’s Tri-State Mechanical Inc. toward its current and future goals for generations to come.
She grew up in Tennessee and is currently married with three children and two grandchildren. She enjoys camping, crafts and baking with the grandchildren.

Dusti Sugar, VP Finance

Dusti is the Vice President of Finance, has been with Allen’s Tri-State Mechanical Inc., since 1998. She earned a B.S. in Economics from West Texas A & M University and has over 20 years experience in the public, private, and non-profit accounting sectors. She completed the Leadership Amarillo and Canyon Training Program and has served on several non profit boards. Currently, she serves as President of the Board for Amarillo Council for Alcohol and Drug Abuse. She was born and raised in Pampa, Texas. She is married to Chris and together they have five children.

Roland Mannin, VP Linewashing

Roland is the Vice-President of High Pressure Washer/Pumping, and has been with Allen’s Tri-State Mechanical Inc., for 29 years. He has attended several education classes while gaining his Drain Cleaning license with the Texas State Board of Plumbing Examiners. Roland manages a crew of highly qualified technicians, while maintaining the integrity of the High Pressure Washer Equipment, necessary to get the job done. He is married with four children and eight grandchildren.

Chris Sugar, HVACs Refrigeration Division Manager

Chris is the division manager of the HVAC/R department. He holds a Class A Texas Air Conditioning Contractors license. Chris received his training while in the United States Navy and has 19 years of experience in the industry. Chris is married to Dusti and together they have five children.

Justin Cross, Plumbing Division Manager

Justin is the Plumbing Division Manager at Allen’s Tri-State Mechanical Inc., he was born and raised in Pampa, TX.He started in the industry at an early age, working alongside his father, a master plumber, who owned his own company. He worked in the family business while attending Pampa High School and where he graduated in 1991. He went on to study Mechanical Technology at Amarillo College. He moved to Amarillo in 2001 and started working for Allen’s Tri-State Mechanical Inc. as a service plumber.
Justin holds a Texas Master Plumbing license. He specializes in Commercial and Residential plumbing repair, water leak location, sewer repair/replacement, and Commercial and Residential water heaters. He has a background in boiler operations, and boiler repairs. He is married to Wendy, and they have five children, and two grandchildren.
Bill Quisenberry

Bill Quisenberry, Mechanical Division Manager

Bill joined the Allen’s family in March of 2016 and is the Mechanical Division Manager at Allen’s Tri-State Mechanical, Inc. Bill has lived in Amarillo for the last 35 yrs and has worked in the industry for the last 32 yrs. Bill has an extensive and in depth knowledge of power steam boilers, steam piping design, and burner design and operation. Additionally, he has extensive experience in centrifugal and screw type chillers, cooling towers, and industrial pumps.
Bill has been married to his wife Jenny for 32 years, he has four children and 12 grandchildren.

Carl Smith, Home Appliance Department Manager

Carl started in the appliance and HVAC repair field in 1995, with A-Accurate appliance and air conditioning. This was a family owned business that was started by his granddad in 1945. After his apprenticeship, he attended Universal Technical Institute in Houston, Texas where he received his associates in the HVAC program. He holds an apprenticeship in plumbing and is certified by the state of Texas to buy, sell and replace refrigerant. He attended Amarillo College where he studied criminal justice. Carl worked for his father for 11 years learning how to repair major household appliances and residential HVAC. He went to work for Direct Maytag for four years repairing and selling major household appliances. He has been with Allen’s Tri-State Mechanical Inc. for six years now, repairing and installing residential and small commercial appliances and HVAC systems.

Patrick Thomas Cooper, Commercial Cooking Department Manager

Patrick is the Commercial Kitchen Equipment Supervisor. He was born in Amarillo and has been in the business since 1980. He has been at Allen’s Tri-State Mechanical Inc. for the past 25 years. He attended Amarillo College to study HVAC, Refrigeration and Electrical. He is also factory trained in most major brands of commercial kitchen equipment. After college, he started working in the field getting hands-on knowledge. He enjoys hunting, fishing, and guitars. He is married with four sons.

Howard C. Allen, In Memorandum

Howard C. Allen founded Allen’s Plumbing Company in 1946. He founded the business with one employee and one panel vehicle. The company continued to grow and by 1947, it employed three full time employees, and four service vehicles. During this period, boiler and general plumbing operations became the mainstay of the company. By 1971, Allen’s moved to its present location of 404 S. Hayden, and became known as Allen’s Tri-State Mechanical Incorporated. Howard C. Allen is a visionary in the mechanical field for which the city of Amarillo and the Texas Panhandle has benefited. This is demonstrated through the introduction of high-pressure sewage cleaning equipment, pump trucks and other technical applications. Never afraid to roll up his sleeves and “get busy,” H. C. Allen is still involved in day-to-day operations at Allen’s Tri-state Mechanical Inc.
